If a boat in the Australian National Championships accepts a 30% scoring penalty under Appendix T (Arbitration) T1(b), does the calculation of the 30% to all boats entered, or just the Australian b ....

It shall apply to all boats as per RRS 44.3(c).

For the purpose of SI 15.1, does the time limit of 75 minutes apply only to the first boat?

Time 75 minute time limit in SI 15.1 refers to the first boat only.
