International Cadet Australian Championships

If a boat in the Australian National Championships accepts a 30% scoring penalty under Appendix T (Arbitration) T1(b), does the calculation of the 30% to all boats entered, or just the Australian boats entered?

It shall apply to all boats as per RRS 44.3(c).
