Procedural Matters

Facts Found

 

  1. The condition of ILCA 6 race 5 was 6.8 knots at the start and dropped to 5 knots when the leading boats were half way up the beat.

  2. It took 15 minutes 45 seconds for the first boat of the ILCA 6 fleet to pass Mark 1.

  3. SI 13.2 stated: “If no boat has passed Mark 1 within the Mark 1 Time Limit, if any, the race will be abandoned.”

  4. The Mark 1 time limit for the ILCA 6 fleet was 15 minutes.

  5. The race committee decided to let the race continue.

  6. All 46 boats started in race 5 finished within the finish window.


Conclusion

 

  1. It is an improper omission of the race committee not to abandon the race when no boat passed Mark 1 within the Mark 1 Time Limit, however, it did not make 225740’s place in race 5 significantly worse. Therefore, the requirements for redress in RRS 61.4(b) are not met.
