1. Boat 19 (Luke) on starboard tack, close to the committee boat, approached the starting line to start, approximately 10 seconds prior to the starting signal.

2. Boat 46 (Andrea) approached the line initially on starboard tack, altered course and passed head to wind. 

3. Boat 19 altered course to avoid Boat 46 but there was contact between the boats.

4. There was no damage or injury.

5. Boat 46 completed a two gybe penalty turn after rounding the windward and offset marks.

1. Boat 46 on port failed to keep clear of Boat 19 on starboard and broke Rule10.

2. Boat 46 did not avoid contact when it was reasonably poossible and broke Rule 14.

3. It was not reasonably possible for Boat 19, the right of way boat, to avoid contact when it became clear that Boat 46 was not keeping clear. Boat 19 did not break Rule 14.

4. By delaying her penalty turns by a full leg of the course after the incident, Boat 46 failed to comply with the requirements of RRS 44.2 as changed by NOR 3.
