Facts Found | The National Es, Quests, Cadets and Pacers were racing in a combined fleet, competing against each other on yardstick. The Course RO indicated to Cadet 186, 189, 181, 183 and Pacer 2 via the course rescue boats that they should go ashore, owing to a sudden increase in wind strength. Cadet 186, 189, 181, 183 and Pacer 2 returned to shore and stayed ashore. Pacer 6 and Quest 131 stayed on course and completed race 6. The two National Es did not leave shore.

Conclusion | The Race Committee made an error in sending select boats ashore whilst allowing others to race. Cadets 186, 189, 181, 183 and Pacer 2 scores have been made significantly worse through no fault of their own, owing to the error by the Race Committee.
