Facts Found | - Protest heard according to rule N1.4 (b).
- At the starting line of race 2 of Minnow class, boat 1000 was almost stationary on starboard tack clause-hauled.
- 10 sec to starting signal, Boat 1181 came from clear astern sailing below clause-hauled, overlapped about 1 m to windward of 1000, luffed to clause-hauled, and stopped.
- 1181 drifted down close to 1000, and there was contact between the boats.
- Both boat bore way keeping contacted.
- Both boat made contact to a boat leeward of them.
- There was no damage.
- No boat took penalty.

Conclusion | - Windward boat 1181 failed to keep clear of leeward boat 1000. So 1181 broke rule 11.
- 1000 also broke rule 11 against a boat leeward, however, 1000 is exonerated by rule 64.1(a) because it was forced by 1181.
