Hearing Decision

1. Protest heard according to rule N1.4 (b).


2. At the starting line of race 2 of Minnow class, boat 1000 was almost stationary on starboard tack clause-hauled.


3. 10 sec to starting signal, Boat 1181 came from clear astern sailing below clause-hauled, overlapped about 1 m to windward of 1000, luffed to clause-hauled, and stopped.


4. 1181 drifted down close to 1000, and there was contact between the boats.


5. Both boat bore way keeping contacted.


6. Both boat made contact to a boat leeward of them.


7. There was no damage.


8. No boat took penalty.
   
    

1. Windward boat 1181 failed to keep clear of leeward boat 1000. So 1181 broke rule 11.


2. 1000 also broke rule 11 against a boat leeward, however, 1000 is exonerated by rule 64.1(a) because it was forced by 1181.
