Change to Sailing Instructions #2

The Sailing Instructions are amended as follows:

SI 1.2 is amended to read: "The Yachting Australia prescriptions will apply."

SI 13 - the class flag for the Liberty is amended so the class insignia is the white liberty bird, and the colour is purple.
