I'm dsq for pumping but  I have done a my penalty upwind after being penalized. 
 I ask immediately the jury (it was a two people boat with a men and a women) if my penalty was complete and they responded yes and have put the flag down .

The penalty was incomplete. The penalty was begun on starboard. The boat gybed and did not tack back to starboard, but finished close-hauled on port. The jury does not advise boats as to whether penalties have been completed,
