Regarding the carrying of radios on board during racing. The NOR notes: 4.2 The Official Notice Board is located on the Event Website https://hansaworlds.org [DP] While racing, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that is not available to all boats. This restriction also applies to mobile telephones. The Sailing Instructions may vary this rule for sailors with low vision. As it reads, I would interpret it as saying that a VHF radio can be carried on board and be open to listen to an official race channel, but NOT to transmit except in the case of an emergency. The argument has been made that those race transmissions are "not available to all boats" I would argue that the transmissions are "available" but that some boats may not avail themselves of the transmissions as they may choose not to take a VHF radio with them.


Reply Details

VHF radios may be carried in boats while racing and competitors may monitor the course race management frequency. Competitors shall not make or receive transmissions on any other frequency.

SI 3.3 On the water, the Race Committee intends to monitor and communicate with Team Coaches on VHF radio channel 72 for Alpha Course Area and 77 for Bravo Course Area.

SI 3.4 [DP] From the first warning signal until the end of the last race of the day, except in an emergency, a boat shall not make voice or data transmissions and shall not receive voice or data communication that are not available to all boats.

SI 3.5 [DP] Whilst racing, Mobile phones are not permitted to be used onboard.
