PROCEDURAL MATTERS

Conflict of interest

Protest Committee members declared that they had no conflicts of interest and no party objected to the members hearing the protest

Validity

1. ILCA4 204795 delivered a Scoring Enquiry Form in accordance with SI 15.5 to the race office at 17:45


2. ILCA4 204795 delivered a Hearing Request containing the information required by rule 62.2 to the race office promptly after being advised of the outcome of her Scoring Enquiry at 18:04.


3. The protest time limit was 18:01.


4. The protest committee extended the protest time limit to 18:04 in accordance with rule 62.2.


5. The protest was valid and the hearing continued in accordance with rule 63.5.

FACTS FOUND

1. Conditions at the start of Race 2 were wind light, 260 to 310 degrees, smooth water.


2. After 2 General Recalls, Race 2 was stated under Black Flag.


3. ILCA4 204795 was in the triangle formed by the ends of the starting line and the first mark between 15 and 10 seconds before the starting signal.


4.  ILCA4 204795 was scored BFD.

1. There was no improper action or omission by the race committee and none of the other conditions of RRS 62.1 applied.  204795 is not entitled to redress.
