Facts Found - At the time of the incident, the wind was 7 knots and the sea conditions were flat.
- Less than 10 seconds before the start, ESP 1781 and FRA 3621 were on starboard tack sailing towards the start pin mark.
- ESP 1781, overlapped to windward of FRA 3621, was sailing on a lower angle as compared with FRA 3621, and both boats were on collision courses.
- Both boats held their courses throughout.
- Contact occurred between the starboard bow of FRA 3621 and the port quarter of ESP 1781, with no damage or injury.
- Neither boat took a penalty.

Conclusion | - ESP 1781 to windward failed to keep clear of FRA 3621 to leeward, and broke RRS 11.
- ESP 1781 did not avoid contact with FRA 3621 even though it was reasonably possible, and broke RRS 14(a).
