1. The panel was appointed in accordance with N1.4(a) and (b). 2. The winds were 18 to 22 knots with some chop. 3. Immediately following the display of the U flag in the starting sequence, there was a coach boat iapproximately 35 meters below the starting line and close to the pin end of the line. 4. 3454 was sailing quickly on a converging path with the coach boat. 5. There was another Waszp capsized ahead and to leeward of 3454. 6. 3454 deliberately capsized.within 15 meters of the coach boat. 7. Damage was incurred to the horizontal foil and the sailor sustained minor injury. 8. 3454 retired from Race 5 and was unable to start Race 6.
