3. Around 6 boat lengths from the mark, 9921 established a leeward overlap from clear astern, with half a boat length between the two boats.

4. Around 4 boat lengths from the mark, 9921 slowed down and fell astern of 9994.

5. At three boat lengths from the mark, 9921 did not have an insiude overlap on 9994.

6. The boats rounded the mark without any incident.

1. 9921 clear astern at the time 9994 reached the zone, gave mark-room to 9994, as required by RRS 18.2(b).

2. No rule was broken.

The protest is dismissed.
