Facts Found | - Typhoon was on starboard tack sailing to the starting line from the pre-start side of the line.
- The starting line was the line between the signal mast of the start boat and an inflatable buoy.
- The Race Officer, sighting the line from the right-hand side of the signal mast, did not identify any boats on the course side of the starting line at the starting signal, and communicated as such on the radio.
- The pin boat responded over the radio that it had identified Typhoon as being on the course side of the starting line.
- The pin boat was not anchored and at the time of the starting signal was approximately two boat lengths from the buoy and half a boat length forward of the line.
- Typhoon sailed and finished the race and was scored UFD in that race.

Conclusion | - The pin boat was not in a position at the starting signal where it could accurately sight the start line.
- The Race Committee incorrectly scored Typhoon UFD in race 7.
