Facts Found

 

1 Wind speed was 12 knots

2. Boats 26 and 06 were approaching the left-hand (starboard rounding) gate mark on opposite tacks.  Boat 26 was on port and Boat 06 was on startboard.

3. The boats were overlapped when they entered the zone, with Boat 26 being the inside boat.

4. Boat 26 altered course to avoid contact with Boat 06

5. No contact

6  Neither boat did a penalty turn


Conclusion

 

Boat 06 failed to give boat 26 mark room, breaking rule 18.2(b)
