Facts Found| | 1. Shortly after the starting signal, Boat 14 was on starboard tack near the pin end of the line; Boat 02 started on port tack near the pin. 2. Boat 14 and Boat 02 were on a collision course. 3. 10 seconds after the start, Boat 14 bore away 1 boat length away from Boat 02 and passed 1.5m behind Boat 02. 4. Wind was 7 kts. 5. There was no contact. 6. Neither boat did penalty turns.
