Facts Found

 

Gusty, strong breeze and with wind waves.

As the gold fleet was finishing, the pin end finish mark began drifting downwind toward the gate after the pin boat became entangled with it. 

8-10 boats were finished with the mark approximately in its original position.

The remainder of the fleet that finished were increasingly effected by the drifting mark as it moved further down the course.

The RC found it increasingly difficult to record finishers with confidence from 15th onward and we’re unable to record finishers from position 40.

The RC attempted to replace the mark but were unable to do so in time.

50 competitors were recorded on the score sheet as having finished.

The RC abandoned the race 2 hours after the competitors had come ashore.


Conclusion

 

The race committee failed to consider the consequences of abandoning the race for all competitors in the race and series. The score of the remainder of the fleet was made significantly worse through no fault of their own.

Decision

 

Redress is granted. Race 10 is reinstated. Boats 1-15 scores will remain the same. The remainder of the fleet will be given average points (but not better than 15th) from races 1 and 2 in the final series.
