Facts Found | - The hearing proceeded under Racing Rules of Sailing (RRS) 63.3(b).
- No representative of any Laser Radial came to or attended the hearing.
- At the warning signal in Race 1 for the Laser Radial class, the race committee signal vessel displayed course IL2.
- All Laser Radials that started Race 1 sailed Course IL2.
- The diagram in the Sailing Instructions (SI) for course IL showed only one Mark 1 and one Mark 2.
- The race committee laid two short course and two long course of Mark 1 and Mark 2.
- SI Addendum E clause 10.2 indicated the classes that are to sail the short course. The Laser Radial class was not one of the classes listed.
- SI Addendum E indicated the mark colours for the short course as yellow and the long course as orange.
- The SIs did not state which colour of marks the Laser Radial class were to sail around or pass.
