Facts Found

 

  1. The hearing proceeded under Racing Rules of Sailing (RRS) 63.3(b).

  2. No representative of any Laser Radial came to or attended the hearing.

  3. At the warning signal in Race 1 for the Laser Radial class, the race committee signal vessel displayed course IL2.

  4. All Laser Radials that started Race 1 sailed Course IL2.

  5. The diagram in the Sailing Instructions (SI) for course IL showed only one Mark 1 and one Mark 2.

  6. The race committee laid two short course and two long course of Mark 1 and Mark 2.

  7. SI Addendum E clause 10.2 indicated the classes that are to sail the short course.  The Laser Radial class was not one of the classes listed.

  8. SI Addendum E indicated the mark colours for the short course as yellow and the long course as orange.

  9. The SIs did not state which colour of marks the Laser Radial class were to sail around or pass.


Conclusion

 

The Laser Radial class boats sailed the course described in the Sis as required by RRS 28.
