Protest time limits were yellow fleet 17:57  and blue fleet 18:02 on 9 December

Reqest lodged 18:30 10 December.

Hearing scheduled  for 18:55 and posted. Party did not attend the hearing which was delayed until 19:15. Jury proceeded.

There was no good reason to extend the time limit.
