Facts Found | - In 15 knots of wind, near the pin boat on the starting line, 10 seconds before the start, boat 42 was on a close-hauled starboard tack course on a converging course to the pin.
- Boat 22 was overlapped to windward on the same tack.
- Boat 42 luffed to head to wind, touched the pin end boat.
- Boat 42 started moving backwards without backing the sails, and passed through head to wind.
- During the tack, boat 42 touched boat 52 which was still on starboard tack. There was contact but no damage or injury.
- Boat 42 took a penalty turn as soon as she was clear of the surrounding boats.

Conclusion | Boat 42 touched the port end mark of the starting line before starting. Boat 42, while tacking, did not keep clear of boat 22. Boat 42 broke rules 31 and 13 but is exonerated by her penalty turn under rule 44.2. It was not reasonably possible for boat 22 to avoid contact. Boat 22 did not break any rule.
