Facts Found | - Prior to the start, boat 16 and boat 26 were on starboard tack with boat 26 overlapped to windward.
- Approximately 15 seconds before the start, boat 16 luffed.
- Boat 26 did not bring up her traveller or fully trim her sails.
- Approximately 5 seconds before the start there was contact between boats 16 and 26.
- There was no damage or injury.

Conclusion | Boat 26 did not do all possible to keep clear of boat 16. Boat 16 broke rule 11. Boat 07's change of course gave 26 room to keep clear if she had responded appropriately. Boat 07 did not break rule 16. Although boat 07 might have been able to avoid contact, since there was no damage and as right of way boat she is exonerated under rule 14(b).
