Change to NOR - include Vakaros

Add the following to NOR 1.

1.1 Competitors are encouraged to provide a working Vakaros Atlas 2 configured for RaceSense, which is to be mounted on the aft side of the mast, above any other instruments, at all times while racing. The Vakaros Atlas 2 unit shall be provided at check-in for configuration with RaceSense. Competitors who do not own an Atlas 2 unit shall advise the OA so that a loan unit may be sourced. The Race Officer (RO) will be using RaceSense for race management and messaging competitors as appropriate. A boat may elect to use an alternative class-compliant compass/timer, in addition to the Atlas 2. In the event of any discrepancy, error or omission in the information provided by the Vakaros RaceSense system, the RO shall have responsibility for making the final decision. 

1.2 Each boat shall program their Atlas 2 by selecting Etchells Worlds as the Class. Only Heading, Countdown timer and the OCS are allowed to be used. This selection may be audited at any time and boats failing to select this mode may be disqualified by the RC without a hearing. This changes RRS 63.1 and A5.1.
