Boat arrival - damage issues

There are some boats that have been delayed in customs or have been identified as damaged. The OA in consultation with the class want the outcome that people can race boats.

Some sailors are using measured borrowed equipment to ensure they can race tomorrow.

When their proper (original) boats arrive, complete measurement, update thier entry registration and comply with any other requirements of the OA, TC and RC they will permitted to substitute their equipment with their orginal boats.

To give effect to this. A new rule has been added to the SIs.

SI 1.2 The penalty for a breach of a class rule in conection with the approved sustitution of a boat will be a discretionary penalty.
