Change to Sailing Instructions - No. 1

1. Change target times for 2.4mR class only:
   Change SI 15.1 - Time Limit 75mins, Mark 1 Time Limit 25mins, Finish Window 15mins, Target Time 45mins
2. Change Penalty system for Etchells class only:
   Add new SI 14.2 – For Etchells the penalty for breaking a rule of Part 2 shall be a One-Turn Penalty, except that for infringements within the zone, as defined in the RRS, the penalty shall be a Two-Turn Penalty. This changes RRS 44.1
3. Change course type for Nacra 15 class only to inner:
   In SI Addendum “E” – Marks include the Nacra 15 in the list of classes designated as using the inner course buoys.
4. Class flag background colour change for 49er and 49erFX only:
   Change SI 7 background colours for these two classes to read 49er Light Blue, and 49erFX White.
