Observers

  1. The invitation to observe a hearing is at all times at the discretion of the Jury Chairman or Jury Panel Chairman.
  2. A party may object to an observer attending the hearing. If so, the Jury Panel Chairman will decide whether the observer's invitation is withdrawn.
  3. The Jury Panel Chairman may revoke the permission for any observer to attend the hearing at any time.
  4. The Jury encourages observers, in particular for younger sailors to help them maximize learning outcomes from hearings.
  5. Some competitors (commonly juniors) are more comfortable without observers and all support personnel should respect this.

Conduct for Observers

  1. No cameras or other electronic recording or transmitting devices are permitted in the Jury Room. Cellular telephones shall be switched off at all times while in the jury room.
  2. Observers are not allowed to bring drinks or food into the jury room.
  3. No communication is permitted between parties and observers in the hearing room without the permission of the Jury Panel Chairman.
  4. Observers displaying any facial emotions, exhibiting body posture communications or making any sounds will be asked by the Jury Panel Chairman to leave the room.
  5. Observers may not appear as witnesses.
  6. Observers will not be permitted to remain in the hearing room during deliberations, and shall not communicate with any party outside the hearing room until the decision of the hearing panel is given.
