In 17, TIME LIMIT AND TARGET TIMES changed from:

17.2 Boats failing to finish withing 10 minutes after the first boat sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.

to:

17.2 Boats in the U19 and U16 divisions failing to finish withing 10 minutes after the first boat in the division sails the course and finishes will be scored Did Not Finish without a hearing. Boats in the U13 division failing to finish withing 20 minutes after the first boat in the division sails the course and finishes will be scored Did Not Finish without a hearing. This changes rules 35, A4 and A5.
