2. Can that same sailor enter as a Competitor or Team member of any Australian State Team?

2. Yes but the team will not be eligible to win the National title.

The World Sailing Appendix 3 Eligibility Code 19.12 (a and b) states that a competitor must be resident of an MNA for 3 consecutive years and a member for 3 consecutive years of the club or other organisation, before the sailor can apply for an exemption to the Executive Committee for an exemption to the eligibility rules in 19.12.
