52356 was close hauled on starboard tack and on a converging course with 55149 close hauled on port tack.

52356 tacked to avoid contact with 55149 and capsized.

55149 tacked at the last minute and also capsized.

55149 took a two turns penalty immediately after the incident.

There was no contact and no damage. Both boats finished.


Conclusion

 

55149 did not keep clear as required by rule 10 but exonerated herself.
