Facts Found

 

  1. 10 seconds before the start, in 20 knots of wind, on the pre-start side of the starting line, boat 54 was on a slow, close-hauled, starboard tack.

  2. Boat 57 was on a starboard close-hauled tack on a collision course from astern of boat 54.

  3. Boat 57 luffed, causing contact between the front port hull of boat 57 and the starboard tiller of boat 54.

  4. Boat 54's starboard tiller was bent and the port tiller was broken after the collision.

  5. Boat 54 retired from the race.

  6. Boat 57 finished the race.

  7. No penalty was taken.


Conclusion

 

Boat 57, clear astern, did not keep clear of boat 54 clear ahead. Boat 57 broke rule 12.

The contact caused serious damage. Boat 57 broke rule 14,
